Building Human Security Intelligence Infrastructure

Transforming Public Information into Institutional Knowledge

Mwangaza builds Human Security Intelligence Infrastructure (HSII) that transforms publicly available information into intelligence assets. As these assets accumulate, they become institutional knowledge from which intelligence products are continuously generated to support better decisions.

Rather than producing isolated reports or one-off analyses, Mwangaza continuously expands its institutional knowledge, allowing every new intelligence asset to strengthen future intelligence production.

The Opportunity

From public information to lasting institutional knowledge

Every day, organisations rely on public information to understand changing environments and support decisions. Yet much of this information is analysed once, reported once and then forgotten.

Human Security Intelligence Infrastructure changes that.

Human Security Intelligence Infrastructure transforms publicly available information into intelligence assets. As these assets accumulate, they become institutional knowledge from which intelligence products are continuously generated.

Public Information1. Public Information

Relevant and verifiable source material.

Intelligence Assets2. Intelligence Assets

Structured, reusable units of knowledge.

Institutional Knowledge3. Institutional Knowledge

Accumulated, searchable and comparable knowledge.

Intelligence Products4. Intelligence Products

Briefings, datasets, monitoring and analysis.

Better Decisions5. Better Decisions

Planning, policy, operations and strategy.

Public information changes. Institutional knowledge grows.

Institutional Methodology

Five stages. One knowledge base. Unlimited applications.

Human Security Intelligence Infrastructure follows a repeatable methodology that continuously transforms fragmented public information into intelligence assets. As these assets accumulate, they become institutional knowledge from which multiple intelligence products are generated without repeating the original analytical work.

CollectStage 1: Collect

Fetch relevant publicly available information from trusted sources.

TransformStage 2: Transform

Convert source material into structured intelligence assets.

ValidateStage 3: Validate

Confirm evidence, timing, attribution and analytical status.

AccumulateStage 4: Accumulate

Expand a continuously growing institutional knowledge base.

GenerateStage 5: Generate

Produce intelligence products from accumulated institutional knowledge.

Intelligence Assets

Structured representations of observations derived from publicly available information. Each asset preserves both the observation and the supporting evidence from which it was derived.

  • What happened and who was involved
  • Where and when it occurred
  • Reported impacts and supporting evidence
  • Analytical and assurance status

Institutional Knowledge

Accepted intelligence assets accumulate into a continuously growing institutional knowledge base that supports:

  • Cross-period comparison and trend analysis
  • Multiple intelligence products
  • Decision support and organisational learning
  • Revisiting evidence as new questions emerge

Traditional Approach

  • Public information analysed for immediate use
  • Knowledge dispersed across reports and files
  • Analytical work repeatedly recreated
  • Insights become difficult to compare over time

With HSII

  • Public observations preserved as structured intelligence assets with traceable supporting evidence
  • Intelligence assets accumulate into institutional knowledge
  • One institutional knowledge base continuously generates intelligence products
  • Institutional knowledge compounds as new intelligence assets are added

What Mwangaza Produces

Institutional Philosophy

Intelligence is infrastructure before it is a product

Building Intelligence That Endures

Lasting institutional knowledge, not isolated outputs

Human Security Intelligence Infrastructure is designed to create lasting institutional knowledge rather than isolated analytical outputs.

As intelligence assets accumulate, the infrastructure becomes increasingly capable of generating new intelligence products and strengthening evidence for better decisions.

Mwangaza exists to build that infrastructure.

Our Team

Building Mwangaza through shared expertise and institutional purpose

Mwangaza is being developed by a growing team bringing together experience in data, intelligence, research, technology and human security. The institution is founded on a clear vision, but its capability is strengthened through the people who contribute to its work.

Founder and Lead

Ian Kut Odero

Ian is a data and intelligence specialist with over 10 years of experience working at the intersection of data, technology and human security. He has contributed to projects with local and international organisations across Africa, applying data-driven approaches to issues ranging from digital safety and child protection to humanitarian risk and public information analysis.

He holds a Bachelor of Science in Actuarial Science from the University of Nairobi and a Master of Science in Data Science from Edinburgh Napier University. His professional work combines analytical rigour with practical experience in open-source intelligence, risk analysis and the transformation of complex public information into actionable insight.

As founder, Ian provides the institutional direction behind Mwangaza and the development of its Human Security Intelligence Infrastructure. His role sits within a wider team structure that will continue to grow as the institution expands its analytical, technical and subject-matter capability.
